非政府組織 (NGO, Non-Governmental Organization) 在國際上扮演著非常重要的角色。當中，無國界醫生 (Médecins Sans Frontières, MSF) 作為全球規模最大的獨立人道救援組織之一，創辦於 1971年，50 年來一直致力於為受到流行病、傳染病、武裝衝突或天災等等危難影響，以及被醫療體系排除在外、醫療資源不足的人們提供緊急醫療援助。
